1. About SAA
The Society for AIDS in Africa (SAA) is a continent-led institution dedicated to driving the African response to HIV/AIDS, TB, and Malaria. Established in 1989 at the Fourth International Symposium on AIDS and Associated Cancers in Africa and formally constituted in 1991, SAA operates from its permanent secretariat in Accra, Ghana.
SAA works in close partnership with UNAIDS, the WHO, the African Union, and a broad network of civil society organisations across national, sub-regional, continental, and international levels.
Our Core Work Includes
- Organising ICASA — the continent’s flagship HIV conference, held biennially and attended by over 10,000 delegates from across Africa and beyond
- Championing evidence-based policy on HIV/AIDS, TB, and Malaria across the continent
- Facilitating knowledge exchange and capacity development among member states and partners
- Amplifying the voices of people living with HIV and communities most affected
2. Project Overview
SAA is seeking proposals from qualified international vendors to deliver a full redevelopment of its website. The new site must reflect SAA’s standing as Africa’s authoritative voice on HIV and health, serving a diverse, multilingual audience across the continent and internationally.
The Project Will Deliver
- A full redesign with a modern, mobile-first, and accessible user interface that reflects SAA’s pan-African identity
- A bilingual site architecture (English and French) with seamless language switching
- Full responsiveness across all devices, optimised for varied bandwidth conditions prevalent across Africa
- A WordPress CMS built on a custom theme, enabling non-technical staff to publish and manage content independently
- An events module with ICASA integration, registration pathways, and a searchable archive
- A resource library giving users access to SAA publications, research, and conference proceedings
- Robust security infrastructure including SSL, automated backups, and a web application firewall
- WCAG 2.1 Level AA accessibility compliance throughout
- Social media integration, newsletter connectivity, and SEO optimisation
- Staff training and a 12-month post-launch support retainer
3. Project Objectives
The redeveloped website should:
- Establish SAA as the definitive, trusted digital voice on HIV/AIDS, TB, Malaria, and health systems strengthening in Africa
- Deliver a fast, accessible, and fully responsive experience across all devices and connectivity conditions
- Empower SAA staff to independently manage and publish content without developer support
- Provide integration pathways with the ICASA conference website and partner platforms
- Support bilingual content delivery in English and French
- Strengthen SAA’s digital advocacy through improved visibility, SEO, and social media reach
- Ensure strong data privacy, cybersecurity, and platform reliability
4. Technical Requirements
The site will be built on WordPress with a custom theme, supported by the following:
- Mobile-first, progressively enhanced responsive design
- Bilingual content architecture using WPML or Polylang
- Social media and newsletter platform integration
- An events module for ICASA and other SAA events, including registration functionality
- A searchable resource library covering publications, research, and conference proceedings
- Optimised site performance via image compression, caching, and a CDN
- SSL encryption, automated backups, and a web application firewall
- Full WCAG 2.1 Level AA accessibility compliance
5. Who Should Apply
We welcome proposals from vendors who can demonstrate:
- A proven track record in full-cycle web design and development
- Experience achieving WCAG 2.1 accessibility compliance
- Prior work with NGOs, health organisations, or international bodies (preferred)
- Expertise in custom WordPress theme development
- Capability to configure and manage bilingual (EN/FR) sites
- Capacity to deliver within a 20-week timeline
